Current behavior:

$compile documentation and Directive Dev Guide do not mention Optional Expression "&?"

Expected / new behavior:

$compile documentation and Directive Dev Guide should mention and explain Optional Expression "&?"

Minimal reproduction of the problem with instructions:

Angular version: 1.x.y

1.4 and above (maybe later 1.3 versions, needs further investigation)

Browser: [all | Chrome XX | Firefox XX | Edge XX | IE XX | Safari XX | Mobile Chrome XX | Android X.X Web Browser | iOS XX Safari | iOS XX UIWebView | iOS XX WKWebView ]

This also deletes the incorrect info that a missing attribute
in a non-optional binding will throw.

This centralizes the info about optional bindings.
Also adds more examples to the $compile:iscp error.
