angular/cli documentation has misleading information with regards to ng new Option ng4. as per issue #5566 ng4 option is removed but the documentation still shows this option.

Before, generating a service and providing it in a module, the dry run flag was
ignored for the providing part. We dont provide the module now if its a dry-run.

Fixes #5862.
