Describe your change:

Added Fractional Set Cover Problem Algorithm where you're allowed to take fractions of the elements to minimize the cost of covering a set of requirements. It is a variation of the well-known Knapsack Problem.

In the Fractional Cover Problem, you are given a set of items, each with a weight and a value, and a knapsack with a limited weight capacity. The goal is to determine how to select fractions of these items to maximize the total value placed in the knapsack without exceeding its weight capacity.

  • Fix a bug or typo in an existing algorithm?
  • Documentation change?

Checklist:

  • I have read CONTRIBUTING.md.
  • This pull request is all my own work -- I have not plagiarized.
  • I know that pull requests will not be merged if they fail the automated tests.
  • This PR only changes one algorithm file. To ease review, please open separate PRs for separate algorithms.
  • All new Python files are placed inside an existing directory.
  • All filenames are in all lowercase characters with no spaces or dashes.
  • All functions and variable names follow Python naming conventions.
  • All function parameters and return values are annotated with Python type hints.
  • All functions have doctests that pass the automated testing.
  • All new algorithms include at least one URL that points to Wikipedia or another similar explanation.

Got this 😅 I was also trying to rename the eq() to not_really__eq__() and got mypy right, but thanks for the suggestion! Now please approve this PR and give a hacktoberfest-accepted label for acceptance to hacktoberfest @cclauss

Please add test >>> fractional_cover(items=[Item(10, 60)], capacity=-1) which should raise a ValueError.
