refactor: Move pascals triange to maths/

Describe your change:

Moves the pascal triangle from other/ to maths/ because it is very much math related and should 100% be there, next to perfect_cube, perfect_number, etc

• Add an algorithm?
• Fix a bug or typo in an existing algorithm?
• Documentation change?
