Implemented meta binary search:

I added a new search algorithm meta_binary_search that efficiently locates elements in a sorted array using a modified binary search algorithm. This approach constructs the index of the target element incrementally, potentially reducing the number of comparisons required. The function returns the index of the target element if found, or -1 otherwise.
