created a recursion folder

I have created a new folder named recursions in which I added a main.py file.
This file includes an algorithm related to recursion, complete with type hints and doctests for verification.
The implementation is designed to follow Python naming conventions and includes documentation links for further reference.

• Fix a bug or typo in an existing algorithm
