UPLOAD.FORCE_RESET_BEFORE_UPLOAD=TRUE
will try to reset the board before upload
UPLOAD.FORCE_RESET_BEFORE_UPLOAD=FALSE
will disable resetting the board before upload

I added this as more and more boards are "Over The Air" uploads and resetting a local com port is useless.
Internally the plugin doesn't know whether it is a "real" comport or a "dns lookup name"
I don't think it will ever be used but still.
