For 3.8rc1, downloads were attempted from

https://www.python.org/ftp/python/3.8.0rc1/python-3.8.0rc1.exe

instead of

https://www.python.org/ftp/python/3.8.0/python-3.8.0rc1.exe

That was fixed and is working. You need the latest multibuild.
