Update git submodules

* Update Babel from branch 'master'
  to cdf296d63b935861b08b162214c4d8c13a8276b2
  - Revert "Fetch central babel information over SQL query, not API"
    
    I backported this and we got errors.
    This needs to be altered to use a LBFactory to get the
    connection to meta / whatever configured db instead of
    just the DB connection / LB of the current wiki as they
    may not be the same.
    
    This reverts commit 137a15c5371460c266172915d355c6f17eb779cb.
