The README file should have an introduction

Newbies like me don't know what css-loader is. A "explain-me-like-five" introduction, maybe with one example or two, would be awesome.

This is an issue that affects several projects, they consist of very useful tools, but since they do not introduce themselves, people can't notice how they can strongly contribute to their software development process.
