Revisit the median cost entry calculation for the lookahead

Expected Behaviour

Median calculation for lookahead map cost entries should do what it is supposed to do.

Current Behaviour

Currently the get_median_entry does not do what it is supposed to do:

vtr-verilog-to-routing/vpr/src/route/router_lookahead_map.cpp
