Incorporate ECM updates from decarb-develop-2022
Incorporate ECM updates from the decarb-develop-2022 branch as of commit 4308fb5. Remove ECMs no longer in use due to program policy shifts (i.e., remove cooling upgrade measures that are not heat pumps, e.g., central ACs). Remove ECMs no longer needed with modifications to ECMs and packages. Incorporate revised Prospective tier ECMs.
