Able to add a non member as Observer/Reviewer to a challenge that is under a particular group.

Description:
In Prod Env, The copilot is able to add a member as Observer/Reviewer (who is not a member of that particular group ) to a challenge that is under a specific group.

Expected Result:

Error message "User is restricted by challenge groups" should be displayed and copilot should not be able to add that non member.
