Description:
This is a DDOS defense feature that is no longer used and could be inaccurately identifying TopGear bursts as a DDOS.

Verified the below in Dev Env.

All the pages of the OR are loading fine.
All Edit (Add/Edit/remove) operations are working fine.
Verified E2E testing for a Dev challenge (https://softwarev1.topcoder-dev.com/review/actions/ViewProjectDetails?pid=30061348) and its working as expected.
