[$50] Priority - not all admins showing orange handles

@atelomycterus - This ones a priority, since we want to get it fixed, at least in dev, before the billing account closes tomorrow.

A couple handles for admins aren't showing as orange in prod. I don't see anything obviously wrong in the code, but it looks like we may be relying on cached data for some of this.

@jmgasper orange handle is shown if user has Admin,admin,administrator or Administrator role (#24)
In DEV both users have 'copilot' role, not admin.
In PROD need to check https://api.topcoder.com/v3/roles?filter=subjectID%3D<topcoderID> . I get 403 with my personal token.

@atelomycterus - Interesting. I checked nick.castillo and jmpld40 in prod. Neither are listed as admins, but they are listed as Connect Manager. Can we add Connect Manager to the check for the time being please?

@sdgun Yes, the issue exists. I've fixed it in #466. We've tested topcoder handles in mentions but topcoder admins are shown in black if he/she creates discussion/comment.
