[$40] Normal users can edit/delete the discussions added by others

Steps
Log in to forums as a normal user (sdguntcqa)
Go to any available challenge forum discussion added by another user (https://vanilla.topcoder-dev.com/discussion/1736/follow-test#latest)
Click on ellipsis

This user can see all options in the dropdown and perform them too

@atelomycterus - Any idea why this might be? The permissions seem to be correct in the admin settings - no Delete option on either Topcoder User or Vanilla Member

This issue is fixed, however the normal users can edit/delete the comments. Created #217
