Wipro users are not automatically added in Wipro-All group during new top gear account creation

Describe the bug
During new top gear account creation, members are not automatically added in Wipro-All group.

To Reproduce
Steps to reproduce the behavior:

1. Create new top gear account using Wipro SSO id and email id.
2. will not automatically add in Wipro-All group

Expected behavior
During new top gear account creation, members should be automatically added in Wipro-All group.

@ajaysaini9782, can you give an example of a TC handle and email that was recently used to recreate a topgear account and saw this issue?

@mtwomey cany someone on your team look into the logs on the groups processor to help? This doesn't look like a community app issue.

When did it start, when was it last working, is it happening for all users or some users, how are we working around it, ...etc.
