Steps to Reproduce

Login as a valid user
Go to http://community-app.topcoder.com/challenges/30059068/?type=develop

Actual Result(s)

Challenge doe not have reliability for such type challenge

Expected Result(s)

No reliability challenge type should not display it or mislead members.

Environment

Device(s): Desktop PC
Operating System: Windows 10 64bit
Browser(s): Version 60.0.3112.113 (Official Build) (64-bit)

Similar issue #93 but that one is at challenge list, here is for challenge detail page.
