Need a feature to open and extend Phases of challenges

Problem:
Once a phase is complete, its not possible to open the phase, without editing the database field.

Scenario:
A designer / developer is not able to upload submission. The submission phase has ended. I would like to open and extend submission phase by 1-2 hours / days.
A copilot might request for extension of phase just at the last moment.

Implementation Notes
Like the Submissions feature. I should be able to input a challenge Id and see all available phase.
Each phase should have a field which shows open or closed.
I should be able to extend a closed phase by 12 hours or upto a specific date like online Review.
