There is below case sometimes members are unassinged automatically but there is no reason why user has been unassigned.

@afrisalyp - Can we add some messaging around this? I think there's only one case here - where the ticket isn't in tcx_OpenForPickup status, but if there's more than that case, let me know and I'll provide additional wording.

For the case where tcx_OpenForPickup isn't applied, we can update the comment to be {handle} has been unassigned because this ticket doesn't have the 'tcx_OpenForPickup' label

A comment for user assigning without the OpenForPickup label is added.
So far, I don't see other cases that we need to be handled.

Also, I included changes in topcoder-api-helper to revert usage of M2M token. It was accidentally committed in the previous work.
