[$40] Increase API timeout

@afrisalyp - Another one I'm seeing, with the new NPMs we added. Note that this only seems to affect prod and is seen in the topcoder-x-processor.

    Error: 'Failed to create challenge.', Details: {"timeout":60000,"code":"ECONNABORTED","errno":"ETIME"}

I tried to increase the timeout to 5 minutes or so for the ApiClient, but it didn't seem to work. Any ideas?
