[$75] Add config logging to receiver, processor, and UI

@afrisalyp - We're seeing some odd config issues in prod that are hard to debug. What I'd like to do is have the app dump the configuration values from the config module when the app starts, to the log.

This should be all values, with one value on each line. We'll skip:

• AWS keys and secrets
• KAFKA cert and key
• Auth0 client secret and client ID
• Any other sensitive values that shouldn't be logged

I'm afraid that we have a critical bug on Topcoder X related to the double payment.

@afrisalyp - That was a challenge API failure, I think. I had to go in and manually update the MongoDB to get the system to pay out successfully, but the first ticket that was "stuck" also eventually got paid out. I reported that javax.ejb.EJBTransactionRolledbackException to the challenge API team, but that's something that I've complained about for almost two years now and it hasn't been fixed, so I wouldn't hold my breath :)

Normally this won't happen because it required me to mess with the DB manually. I'm hoping that the change to the v5 challenge API will help here.

@afrisalyp - Yeah, we'll figure that out later. I'll probably just reduce a direct ticket in the future by that same amount to offset it a bit. Thanks for letting me know!
