Challenges with start time in the past are launched with their start times in the past

Steps to reproduce:

• Create a new challenge
• Work Type: Development
• Work Format: Challenge
• Proceed normally as any challenge creation and provide all the required details
• Ensure that Scheduling API checkbox is checked before saving as draft
• Also ensure that the start date and time is in the past
• Save as Draft
• Proceed to activate contest
• Once activated, open OR - the timeline indicates that the phase was indeed started already in the past...

Expected:

• If a start date and time combination is in the past, then the first phase of the challenge should start whenever the challenge is activated, and not in the past
