Unified upload tools

Goal of this issue is to provide an unified set of tools across all platform.
Moreover some new series could not be upload due to missing support on tools.
Ex: H7 with texane STLink.

Now ST provide the STM32CubeProgrammer which is multi-OS and support several upload method (SWD, Serial, DFU,...)

All old tools will be removed and replaced by STM32CubeProgrammer CLI.

Main drawback is that tools will not be provided thanks a package. User will have to install it manually on his host machine.
