Steps to reproduce:

Clone this repo: https://github.com/sanagaraj-pivotal/demo-spring-song-app
Run through spring upgrade operations involving jakarta upgrade either through cli or spring-boot-upgrade application
you could see SBM does not refactor javax to jakarta
