Now that #384 is merged, we can remove this env var:

rustc_codegen_gcc/config.sh

Line 29 in 1075b80

# TODO: remove $OVERWRITE_TARGET_TRIPLE when config.sh is removed.

Perhaps we can remove CG_RUSTFLAGS as well and use RUSTFLAGS directly.
