The previous CAP Goal included specific M-13-13 quarterly milestones, such as setting up an inventory. Continued progress can still be observed on the Project Open Data Dashboard. The new [data CAP Goal]9https://www.performance.gov/CAP/CAP_goals.html) is relevant and may be referenced as guidance in the future, but since it is still forming specific milestones, I think it makes sense to remove this link for now to not cause confusion. The link to goals.performance.gov no longer works so I have a PR to remove it.
If goals.performance.gov has moved then you can treat this PR as an issue to update it to the current location.
