In addition to updating /schema, a draft v1.1 should also include updates to these files:

Other major components to the v1.1 adoption would be:

• edits to the change log
• guidance in /catalog to how the transition should work
• a layman's guide to the changes needed by an agency to fully migrate (including with notes on which may be optional for some agencies as opposed to universally relevant)
• prepared updates to the trackers, harvesters
• FAQ
• announcements to data stewards
• engagement and support campaign
• timetable on reviewing compliance
• process for wrapping up
