We previously switched away from building the plotly.py conda packages in noarch format because the install times were very slow. See #1175 (comment) for a description of the previous rational.

This installation speed was greatly improved in conda by conda/conda#7621, and I just tested it with conda 4.5.11 and the install was indeed quite fast.
