(broken off of #2964)

Setting layout.hoverlabel.bgcolor = "white" gives the following screenshot, where problem 1 is that the bottom overlabel doesn't have black text and problem 2 is that the trace-name portion of the label doesn't have black text. Explicitly forcing layout.hoverlabel.font.color = "black" only corrects problem 1.
