DOC: consolidate docs for console formatting / options sections

there are doc references in basics.rst and dsinstro.rst (called console display)
for dealing with set_option
eliminate the section in dsintro.rst and expand/consolidate into basics.rst
(where it is now)

IPython completion docs are also in 2 places, dsintro.rst and indexing.rst
combine/consolidate? (to basics?)

also provide a pointer in the 10min.rst
