Now that #21813 is in, we should do a 0.23.4 release soon (maybe today?). Any objections?

we also need to backport the 2.7 warning to the docs / it’s already in the master docs (for all the 23.x whatsnew); but i don’t it’s actually on the 23.x branch

#22178 has the last of the backports. Cutting 0.23.4 after that.

@TomAugspurger IIRC I changed the wheel builder to use 0.28.2 even in master, I think this will be ok (if not may need to go back to 0.25.2 I think), but only for master and not the daily branch

@TomAugspurger : Any reason why this is still open given that you have released 0.23.4 ? Also, there are some vestigial issues / PR's under that tag that are still open.

Needed to re-uploading the docs with the 0.23.4 whatsnew. Those are rebuilding now.
