Library Manager / Board Manager won't open in remote WSL #1639

Similar to #1064 , the Library Manager and Board Manager tabs are blank.

I am connecting to my WSL Ubuntu 22.04 instance.

In the Output window I am getting an error like this every time I try and open one of these tabs:

[error] CodeWindow: failed to load (reason: ERR_CONNECTION_REFUSED, code: -102)
