Since ESP32 is loading software in code in bootloader, is it possible to add a reset after it finishes? Since I do not have serial lines, I have no programmatic way to reset the device.

Alternatively, is there a way to use the JTAG over USB to reset?

IDK if it is fixed or not. I didn't read the entire issue

I know that says "arduino" but it applies to the ESP32 even when not using the Arduino IDE with esp framework
