adds overclocking the SPIFLASH and SPIRAM to 120Mhz.

I am not 100% sure if this feature only works on the ESP32-S3. The documentation is a little but on the vague side of things as far as this working on other variants of the ESP32. At the moment only the ESP32 has the ability to do this.
