#677 adds EPP scheduler plugin metrics. The dashboards should be updated accordingly.

Not an expert on dashboard. I am not planning to add these metrics

@JeffLuoo now that #677 has been merged, are you able to add scheduler_plugin_duration_seconds to the dashboard? This metric was added to the EPPComponent subsystem instead of InferencePoolComponent or InferenceModelComponent, which may require a new dashboard. I'll add a help wanted label to see if someone in the community can work on this if you cannot.
