Add an integration test on traffic splitting behavior

Hermetic test is a fast way to verify functionality without requiring a real cluster.

We should test the traffic splitting between target models. A potential approach is to send a large number of requests (say 10000), and verify the traffic split ratio within a certain threshold.

The Kubernetes project currently lacks enough contributors to adequately respond to all issues.

This bot triages un-triaged issues according to the following rules:

• After 90d of inactivity, lifecycle/stale is applied
• After 30d of inactivity since lifecycle/stale was applied, lifecycle/rotten is applied
• After 30d of inactivity since lifecycle/rotten was applied, the issue is closed
