Set up docs website

#118 adds the groundwork for a site for our project. We need to host the site now. This issue tracks that work

Tiny clarification - the actual docs docker image is just to simplify local builds so you don't have to keep a local python environment in sync (was historically a pain for GW API). We do need to set up the infra to host the static site this generates on Netlify though.
