Fix 02 spec symlink, make 01 spec a symlink

The draft-02 XML symlink was accidentally pointing to draft-01,
and the draft-01 XML file was an actual file instead of a symlink.
However, the draft-01 file was identical to the one that would
be symlinked, so make it a symlink like all of the other.
