How to port tensorflow weights? EficientNetV2_b4

Do you provide the script to port the EficientNetV2_b4 weights from tensorflow?

@ninasinger there were never any v2 + b4 weights released by tensorflow (to my knowledge), they went b0-b3 for the v1 comparison models and those are converted.

Those conversion scripts are a chaotic mess and not easy to keep working over the changes in tensorflow so nothing I plan to release.
