chore: improve changelog generation and categorization

- Change the changelog generation from `git` to `github`
- Add changelog groups for "Refactor", "Build process updates", and "Documentation updates"
- Remove changelog filters that exclude commits with messages starting with "docs", containing "CICD", or "typo"
