I found a few problems with this issue:

  • I couldn't figure out how to label this issue, so I've labeled it for a human to triage. Hang tight.

It's a bug/feature of Yarn. see #1207
It's working as expected since "@firebase/app-types" is a direct dependency of "@firebase/app" and is always installed.
