can't add plugin

Arduino IDE v.1.8.16

I noticed the FS Uploader changed from .jar (as described in tutorial)
to .java. Could this be the issue?
Would really appreciate your help!

no matter what i try, i can't get the plugin to work. i tried to do every step in the screenshot. and keep getting stuck, the the "little fs data upload" menu item is still missing (os win11)
