The current implementation is to provide the URI relative to application root. This produces long, hard-to-read URIs in the code and could be simpler. It also causes issues with tools and transformers. Filing an issue for tracking, re: possible breaking change to improve this per @blois .

URIs inside of CSS and HTML files should also be relative to those files.
