The BuildParametersDialog appears when a user updates a workspace after new parameters have been added to a template.

The goal is to update the BuildParametersDialog to enable access to the new form control types and updated designs for dynamic parameters.

swap the RichParameterInput component with the DynamicParameters component.
Make this change only for the dynamic-parameters experiment
Retrieve parameters from dynamic params websocket, API.templateVersionDynamicParameters
Add opt-in/opt-out buttons
