In currently pipeline for Quidel, we do not report counties with sample size smaller than a certain threshold (50 for both raw and smoothed signals). As Ryan suggested, we can add rest-of-state estimates for Quidel using data from those counties that are not individually reported.

I noticed that this is still not fixed according to the dashboard:

And then looked back here and found the issue is still open. @jingjtang @krivard Is there a reason we haven't done this?
