Description of changes:

Launch doc for the SageMaker model parallel library v1.10

@shreyapandit Thank you for taking care of passing the CI test! There's a few last changes I'll commit soon. And this doc should go live on 7/19, or after we confirm the PT 1.11 DLC re-release after aws/deep-learning-containers#2041 is merged.
