feat(stepfunctions-tasks): support idle timeout for EmrCreateCluster (#31142)

### Reason for this change
To support IdleTimeout for EmrCreateCluster.

### Description of changes
Add `autoTerminationPolicyIdleTimeout` property to the `EmrCreateCluster` class.
