feat(eks): preserveOnDelete for EKS addon (#30776)

EKS Addon L2 construct does not support for configuring `preserveOnDelete` property.

### Description of changes

Add `preserveOnProperty` to `AddonProps`

### Description of how you validated changes

Add both unit and integ tests.
