Release notes from version 1.5.2 read: "Removed useless baud rates"

38400 is a very valid baud rate and should once again be supported by the Serial Monitor.

Considering how many official and unofficial Arduino examples use 38400 baud, I'm not sure what they were thinking.

I definitely second the need for 38k4. I was a complete surprise for me to see that it's not supported. Stupid.
